I think this might be the fundamental error. I was a big fan of
splitting the mailing list into a user question/help/issues list and a
developers / test list. However after reading ESR's work
(http://www.tuxedo.org/~esr/writings/cathedral-bazaar/), I understand
why it is not everything it could be - the problem is that in an open
source development like Linux USB, these are not seperate things.

Perhaps it would help if we tried to define what problem the split is
trying to solve.
If the problem is too much volume on [EMAIL PROTECTED], then perhaps
you should try and split into lists that address different things (but
probably not "developers" and "user help", more like "host controller
implementation", "HID problems" and "USB 2.0 investigation and
implementation")
If the problem is too much noise on the mailing list, restrict who can
post or add moderation. Adding more documentation can probably help too,
but not much. Also remember that the user assistance part should be a
temporary surge (between when 2.4 comes out, and when all the distros
sort out their USB implementation). Other things that can help -
changing the reply-to header to reduce automatic cross-posting of
replies, which is a pain.
If the problem is that we want a closer clique (for motivational
reasons, say - it doesn't have to be just ego:), then make a private
mailing list and introduce people as they prove themselves in other
areas.
Or perhaps you are trying to solve some other problem?
