I assume they would have to be on the net to get
redirected, but for them to call a new number they
would have to install dialer software or setup another
dial up networking connection. All of which they would
have to approve. So sounds like they want to get away
from paying oversea's calls. This sounds like user
education problem rather than somthing you can fix
with a piece of software.

But can use ZoneAlarm personal (free) and select the
adapter which you want the system to have access to.
In this case only PPP.
