They click on a link not knowing that the link is a small .exe that sends a hangup&redial string to the modem.
My employer's stand is that our customers are responsible for whatever toll call their modem makes, but we do like to try to help them reduce unnecessary calls. As a customer service rep I'd like to be able to advise customers how they can prevent this from happenning again (however you still gotta pay for those calls...)
