that is most interesting. yes, as root you *should* be allowed everywhere. I thought konq only showed the padlock for directories that you don't have the right (unix) permissions to access. I would be very surprised if you can't actually access this directory as root though (so maybe it's a quirk in konq?). su to root (on a CLI ;) and type ls /mnt and tell us what you get.
