Thanks for your suggestions. I implemented them and aquired more knowledge
in the process.
The cause of the problem became apparent when after trying your suggestions
without effect I decided to clean all unnecessary clutter from my Windows
network configurations.
Network configuration shows two network adapters although there is only one
NIC.
One adapter is called NE2000 Compatible
the other is PLANET ENW-9503/04/PCI Fast Ethernet NIC.
I had been ignoring the first and concentrating on this second one
because the card is a 10/100 PCI and I understood it to be called a Fast
Ethernet card.
I removed the NE2000 adapter, thinking it to be redundant.
It was only when I rebooted and Windows told me it
had found new hardware, and reinstalled NE2000 that I decided to look at it.
Bingo - when I gave the NE2000 a static TCP/IP address the Windows
machine could ping itself and the two machines could ping each other.
So now I wonder if someone could explain to me what the PLANET
ENW-9503/04/PCI Fast Ethernet NIC adapter is doing? I have tried its
TCP/IP
address with both "obtain automatically" and the same static address as
NE2000 without any apparent effect.
