This looks like a culprit to me.  The bios is scanning for a bootable
partition and it's finding this first.  If you toggle the bootable flag
with fdisk, or (I think) remove the master boot record on /hda (but I'm
getting a weird feeling about this idea), it should read the mbr on /hdb
and run as lilo tells it to.
