Check out Audacity - http://audacity.sourceforge.net. I've only used the windows port - and only briefly - but it sounds (ha!) like it'll do what you want. I tried to get it running on Linux the other day but there are several dependent files that weren't in the Mandrake 9 distro and I'm currently tracking them down.

I've done most of my work in CoolEdit Pro and have tended to stick with what's familiar. Also, I'm transferring files from DAT over an Opcode DATport, and there aren't Linux drivers written for it (and probably never will be). That's _my_ excuse for the existence of Gatesware on my box.

Most of the files I work on are less than 10 seconds - I record sports and racing cars with a Sony DAT, convert them to mp3, and post them at enginemusic.com. I have recorded cars at speed with the microphones in the engine compartment, my favorite being a Ferrari F355. Haven't done my Imp yet ;)

I'd love to hear from anyone who does digital audio editing, or who has a unique or exotic car, truck, boat, cycle, or steam engine I can record.
