Nope, thats a TNC, or a soundcard. TNC's have a nice little set of blinkenlights, and have a nice 5-pin DIN socket for you to make a cable for your radio. it has a serial port, and pretty much has its own little OS on it. (for all intents and purposes, it's easier to think of it as an OS).
