Thanks for the advise. My system was initially set up as us-international.
I had already played with kbdconfig. Manually editing fixed the problem
for consoles but not gui's. But now I could run redhat-config-keyboard
which changed the file to

KEYBOARDTYPE="pc"
KEYTABLE="us"

which seems to have resolved the problem.

It might be the setting in /etc/sysconfig/keyboard. If yours doesn't look like the one below, save a copy of it and try changing it to what is shown below. If you don't want to edit it manually, run kbdconfig and select US, not US International.

KBCHARSET=iso-8859-15
KEYBOARD=us
KEYTABLE=us

After that, type:

service keytable restart

and see if it helps.
