Yeah reboot works No they aren't re-spawning processes, but rather hung ones. The type that if you kill off the process that started then [usually a shell] they become owned by init [i.e. PID 1]

For example this line in inittab respawns (or restarts) the getty on console 1 at runlevels 2, 3, 4 & 5. If you kill it, it will restart. 1:2345:respawn:/sbin/mingetty tty1 You can also start other persistent services here if you want. One I have seen is pptpd (pptp VPN server). Also some processes are called on demand by [x]inetd. SO, before assuming kill isn't working, check the program is not being restarted by another process.
