You're about right actually - the pickup belts are worn smooth as a guess. Another fix is to flip the pickup roller over (its a thick rubber band if its like a HP Laserjet pickup roller) If thats not possible, use a bit of Isopropyl alcohol on a cotton bud. The sandpaper is last resort and should be very very gentle.
