Its a joke that university's around the world actually have the problem of students file sharing and downloading files while we have 2 pay for the net.
We used to have national traffic "free" and international charged for but the problem you mentioned happened here too and telecom wouldn't wear the huge increase in national traffic and put us on to a per megabyte charge. The international traffic charge is based on the bandwidth we are charged for from telecom.
The problem that the keen downloaders (this list ?) have is that ISP's have people that pay the fees and don't get much so they cross subsidise the heavy users. University doesn't like doing that.
