I've always just had it work! and mtrr is compiled in (don't know whether that was a conscious decision or a default)
I am guessing if you have mtrr compiled in, /proc/mtrr shuld be there? (it is on mine) try rebuilding the kernel after make mrproper BACK UP .config BEFORE RUNNING make mrproper !!!1 sorry to shout, once bitten.....
