The thing about boot loaders is that they have no OS to read a file
system so that they can identify the file to load on boot for the
kernel.

I think lilo does it by identifying the actual physical location of the
kernel on the hard-drive writing it to the boot sector (or whatever)
when "lilo" is run. It then jumps to that physical "address" on bootup.

I suppose that grub has some extra smarts that allows it to read a
ext2(/3) file system so it can find files of particular names.
