If, by "UNIX time", you mean the date and time in seconds since the
Epoch, date(1) will do this:

$ date -r 1000000000
Sun Sep  9 13:46:40 NZST 2001

You can specify a different human-readable date and time format--see the
man page for date.

To print the current date and time in seconds since the Epoch, use:

$ date "+%s"
1057806349

Printing an arbitrary human-readable date and time as seconds since the
Epoch is left as an exercise to the reader.
