I'm happily using the rpms available from
http://cambuca.ldhs.cetuc.puc-rio.br/xine/ (linked from the
main xine site under the binaries download).  Even has the
win32 codecs as an rpm.

You can also try http://freshrpms.net/ which has the
packages and is (rpm) apt capable.

If you're using the apt package manager from there you
should just be able to do (from memory):
apt-get install xine-ui libxine1 libdvdcss
