You are fully correct. I find that having three fast(er than my net connection) mirrors in NZ is the best way to go for updates.... debian.paradise.net.nz is free traffic but its not the most up-to-date server around. (is this distro specific or ISP specific?) Also - most package managers can deal with downloading multiple packages from multiple sources simultaneously - why not? I have http://ftp.nz.debian.org ftp://debian.paradise.net.nz ftp://ftp.jetstreamgames.co.nz plus sundry sites for specific apps.
