Why would someone put an Open and free operating system in a proprietary programming language?

I know Sun is not Microsoft but Java is *not* a Free (note capital)
programming language.

Is the JVM Free? Note it was "Java bytecode" Linux, not "Java Linux". I suspect that translating C to Java bytecodes is somewhat difficult (read: not worth the effort). I don't think we will see Linux on the JVM.
