IIRC, the modem itself will blacklist a number if it encounters multiple failures to connect in a short order of time. This is not a kppp/any other software message, it's direct from your (external) modem itself. This is a protection against accidental telephone DoS :-) If the modem manual doesn't help you discover how to manipulate the blacklist, try power-cycling it. >From the Linux MODEM-HOWTO :- 8.5 Blacklisting If phone number is dialed a few times with no success, some modems may blacklist a phone number.
