I got the same thing once. It occurred because my telephone company were playing with the router box on the street due to some problem, and because of what they had done to the line it couldn't support a modem connection temporarily. After a certain number of retries the modem was sending back the blacklist message to kppp. A reset of the modem (and an active phone line!) may help...
