Not sure if this is helpful, but I (accidentally) had IPCop running with
my ADSL router (Alcatel) doing the PPPoA stuff.  IPCop was just set up
to connect to the internet through the router as a gateway.  I've since
found some instructions on setting the router up so that IPCop uses PPTP
straight over it (I don't know what GRE is so don't know if I'm using it
- As you can no doubt tell I've little idea what's actually going on or
what I've done so may be completely misunderstanding your question!)

PPPoA first...

Telecom NZ only supports PPPoA so PPPoE is out.

The NB1400 only forwards TCP and UDP (from what I can tell) and not GRE 
(required for PPTP) so I need to set up the router as a transparent
bridge - 
I think, please correct me if I'm wrong.

Does anyone know if IPCop supports PPPoA and if so where I find
instructions 
to set it up.
