Not sure if this is helpful, but I (accidentally) had IPCop running with my ADSL router (Alcatel) doing the PPPoA stuff. IPCop was just set up to connect to the internet through the router as a gateway. I've since found some instructions on setting the router up so that IPCop uses PPTP straight over it (I don't know what GRE is so don't know if I'm using it - As you can no doubt tell I've little idea what's actually going on or what I've done so may be completely misunderstanding your question!)
