The change has effected their service significantly, as traffic is queued at the DSLAM rather than dropped if the incoming traffic exceeds the DSLAM. This makes things worse for any connection which has more than one task running (For example online gaming and downloading or surfing and downloading or a connection shared by multiple computers.) Gaming is the worst hit, as packet latency is very important in gaming, and you don't really want your game traffic stuck behind 10mb of files for example. Apparantly this change is very good for heavy downloaders though. >From Telecoms point of view it is a very good thing as they no longer have to drop the 30% of international traffic they used to, saving them 30% of their international bandwidth costs...
