Yes it's enough to make a good difference. However waiting for what the telephone companies are going to do won't be enough by it self. As a community we have to rise up and do some of the work. On of the uni guys on this list recently commented that the uni wasn't in the business of being an ISP... well I've got news!.... No not in this life time. It's old technology that hasn't been making a return for them in Australia in the way they'd hoped. Having pumped 100 million into Christchurch I suspect they'll want a return on that plant before they do much more... Having said that, I have a little green box right outside my back door and they wouldn't provide me with service when I called them 2 weeks back... as of Monday I have 2 nice JetStreem 5000 accounts running here... pity about the 128k - it seems a shame given the link speed is anywhere between 4 - 6 mbits per second!
