Sure, just copy the contents of your /usr/portage/distfiles/ into his.
You could do this by any of the normal ways of moving files around or by 
setting up a rsync server on your machine and have it as the first in the 
list of servers like so:-
SYNC=rsync://your.machine/gentoo rsync://linux.citylink.co.nz/gentoo-portage 
and so on ...

Also, please note that I have about 2.6G of files in /usr/portage/distfiles . 
Some of them will not be the 'latest and greatest' but I could have a purge 
of the older stuff and make set of CDs, I think the normal rate is $5.00 per 
disc.
