I don't think the subnet address is right.
Try
Subnet 192.168.1.0 netmask 255.255.255.0
or maybe
Subnet 192.168.1.* netmask 255.255.255.0
Try reading the documentation (man dhcpd or man dhcpd.conf or in the
directory /usr/share/doc/dhcpd/)
I use udhcpd, which is a very minimal dhcp server. Much simpler config
file.
Maybe a better option if you have a simple set up.
