Well come on, quite griping and give us the page so troubleshooting may commence.
Pick any .php page from the 'net and save it to local disk. Then try
and load it into mozilla... You could probably even take any .html page
and save it as .php. Pick a page which also loads a style file. I
didn't say which URL it occured on because it's not a rendering issue.
Looks like an extension name issue to me.

Save as webpage complete, not as default of index.php.html but index.php Okay, it still saved it as htm, so manual rename to index.php I end up with the .htm and a folder with one .gif and one .css
Try to load index.php, what program to use question, use Mozilla Firebird 0.8, use it always.
It looks good, stylesheet selector has two settings. Basic Theme and WinMozilla5, each with a different appearance.
I'm using WinXP now and won't boot out to Mandrake as I'm doing stuff in the background.
Is this a browser issue, or an OS issue?
