It would seem like it.
Have you tried a knoppix boot disk to see if your windows
partitions are visible to knoppix?
Also check that the IDE cables haven't come lose somehow.

Try the yellow pages, under "Computer Repair" :-)

Since you posted this question to a linux group, I'll have
to suggest installing linux after you get it fixed, though I
suspect IHBT.
