I am not sure that this solves your problem. yes a spam filter would be
a good start (and i can give you a hand as I seem to have spamassassin
working sweetly now). 

The difficulty with your suggestion IMHO is that the presence of a
cert  doesn't seem to give much indication that you actually want the
mail. Actually it is probably better expressed like this: is the
*absence* of a certificate an indicator thet you *don't* want the mail? I
think not, because many of the people you do want to hear from won't be
using certificates. 

If you have a small number of senders who you actually always want to
forward to your cellphone, then better to set up a procmail recipe and
maintain a simple text file of the allowed sender addresses. 

(once i know i am on the list i can forward all my spam to your
cellphone :-)
