Correct.  Hence why the system sends back a message:

"I'm sorry.  Your message was not delivered because you didn't have a cert.
You can call or SMS me on 021 232 3245 or go to
www.GetYourCert.Bowenvale.co.nz to find out how to get a cert."

(No, I haven't set up that URL live yet so don't bother.)
