Hi-ho,

Squid allows you to rate limit http/ftp connections using the
delay_parameters option..  You can set the total bandwidth per client,
per subnet and for the proxy overall...  

Have a look at the config file (/etc/squid.conf on woody,
/etc/squid/squid.conf on RedHat from memory) there are lots of comments,
and examples in the setup...

Googling for "squid delay_parameters" gives 848 hits as well..
