maybe (just guessing) the user needs to be in a certaingroup to do what you want to know? scan /etc/group and see if anything jumps out at you.
I know it seems unlikely, but whenever one user can do something and another can't "groups" jumps into my mind. you could also try deleting .gnome-desktop (or renaming it) and let gnome rebuild it.
