redhat 9 updates only seem to go as far as something like 1.2.2-5, which
may indeed be a bugfix. You can download the update from here:

http://public.planetmirror.com/pub/redhat/linux/updates/9/en/os/i386/

If it complains about dependencies, they should all be on that mirror too.

fedora core 2 seems to have 1.4.6. This may be your easiest upgrade path
if you want to go beyond what RH offer, as FC is the natural successor
to redhat. However there are bound to be some other dependencies to
consider.

Unfortunately your choice of RH9 has (IMHO) left you without a clear
upgrade path. Before you get to far gone, you might wish to consider
moving to FC2, or mandrake, or debian. (to name a few).
