are you running it as root?
there are three ways to run it according to the docs. 

1. as root.
2. as a daemon run by root, connecting to it as an ordinary user
3. something else i forgot, and have never used.

on gentoo

# /etc/init.d/nvtv start - starts the daemon
% nvtv

works for me. different card ymmv i guess.

no way, tv's do a max of about 720x540, or something like that. search
PAL resolution.
