It sounds like you've got a kernel with grsecurity built in. If the
kernel has been compiled with grsecurity sysctl support, you'll be able
to toggle many of the security features using sysctl (or twiddling
/proc/sys/kernel/grsecurity entries directly). If your kernel doesn't
have sysctl support for the grsecurity features, you'll need to
reconfigure the kernel, disabling the security features you don't want
(restricted /proc, in your case), and rebuild.
