Assuming you will eventually be getting rid of Windows 98, I would put the
new disk in as hda and install Windows 2000 on it.  Put your old drive in as
hdb and boot of a rescue CD to put GRUB back in to the MBR of hda.  Change
/etc/fstab on your Gentoo installation to use hdb instead of hda.

>From Windows 2000 you should be able to copy all your data from your old
Windows 98 partition.  Once you are happy that you have everything, you can
remove your Windows 98 partition and make it available for something else.
