Nick, have you tried physically moving the card into another slot to see if
it pulls (polls the bus for) a different IRQ?
Often times the top slot and the bottom slot of the PCI bus is shared with
an onboard device's IRQ. Also go into the bios and disable the motherboard's
Com 2 if it not being used.  That should free up IRQ3.  Hopefully the modem
will use that.
  Try this to see what the hardware devices' preferred IRQ's are.  I am sure
there are other methods of getting PnP info but this one works fine for me
and I have found it to be fairly accurate in identifying devices too:
