Sounds like web page accellerator software that simply compresses the data.

Basically if you're on 256 kbit, theoretically you could send more over the
same link with compression, at the expense of CPU time to
compress/decompress it at either end.

Unfortunately a lot of things are already compressed (like a radio/video
stream), or simply too small to benefit much (like a 10 kbyte web page)

You can experience a similar speedup anyway - the rate limiting software on
cable definitely and DSL used to not kick in until there was a bit of data
in the queue.  So if you get a single 4 kbyte graphic or html doc then the
rate limiting didn't kick in for a second or two.
