Right. But that's no easier than, for example, Debian:
$ apt-get update
$ apt-get upgrade
(or dist-upgrade)
...or any other distribution with an online updates mechanism.
Of course, you won't get new releases of packages (e.g. KDE) using an
online updates mechanism for a distribution that is release-based, like
SuSE or Red Hat, but you will for any distribution where rolling
updates, package-by-package, are available.

You could also argue that someone who isn't a geek or expert wouldn't
care that their distribution didn't provide the absolute latest and
greatest version. As long as security updates are available, it doesn't
matter much for many people.
