While a simple Linux will run quite well on that kind of hardware, if you are 
going to do anything more than trivial things it would be a good idea to get 
some more memory. In effect 64Mb is a minimum. I ran a small web server on 
just such a machine for many years. The FVWM window manager goes quite well, 
but KDE's bloat is not really appropriate at all.

Depends where you are at and what you want to learn.
Linux From Scratch and Gentoo are "jump in at the deep end" approaches.
