"even if you /don't/ personally need it fixed".

Yes, a form (with an awful interface) is available to provide feedback.
I am aware of it, and I forgot to mention it in my earlier post, sorry.

However, having actually attempted to report bugs, SuSE-specific and
otherwise, in core functionality (e.g. libc, kernel), via this feedback
form, I've found that the general response from support is "you need to
buy a support contract".  That would be fine, if I cared about the bug
and needed a fix, but I just wanted to provide them with a useful bug
report so that they can look into fixing it at some point before other
users are affected.  Red Hat will let you do this, and are surprisingly
helpful to non-paying users who provide decent bug reports.

I could, but I'd rather participate in an open forum unless I have a
specific reason not to.  That way, others can search the bug database
and find existing reports, possible solutions, and participate in the
bug reporting and resolution process.
