Which packages?
Sanely packaged source tarballs come with the auto* tools output files
already generated so that the end user doesn't need them installed to do
a normal compile.
You usually only need the auto* tools if you're building from a copy of
the source checked out of revision control, since most developers don't
place generated files under revision control.
