this indicates to me that _maybe_ they are not using PAP. try using minicom to dial up and see if a username/password prompt comes up, if you can log in and then get a whole stream of rubbish, its ppp starting, so try tuning off pap and do script based authentication. or just try wvdial which is almost idiot-isp-proof and idiot-user-proof.
