I presume it defaults to off, even though there is no mention of it in
the NVidia README [1]

Yes. The "nvidia-settings" program is used to alter the behaviour of the
card while X is running. (It actually loads an X11 extension-module to
do this.)
[1] The README is normally installed as a text file as part of the
driver-install, but it is also available from
ftp://download.nvidia.com/XFree86/Linux-x86/1.0-6629/README.txt
