There is no such thing as a '3 times insurance levy' in the UK. The only
time that you will be charged over 100% of the insurance premium is when
you have a drink driving conviction. Speaking as one who has held a GB
driving license since 1976, I think I know what I'm talking about.

I would also point out that this is the only country where I've seen
arrows painted on the road to remind our US/European visitors where to
drive. IMHO that has a *lot* to do with these statistics. I find that,
with the exception of motorhome drivers, the drivers in this country are
second only to the South Africans in driving courtesy, as opposed to all
of europe and the parts of the US that I've driven in.
