It's not really supposed to be used from the command line. It was
originally intended to be a link from one of the desktop preferences
dialogs.

Yeah, GNOME is traditionally bad about getting man pages for their
applications. However, Sun has man pages for everything, so now it's
just a case of getting things upstream.

Did you try gucharmap? It's an excellent utility as far as I'm
concerned.

xpdf is pretty terrible too, given that the author has a strange
business model surrounding his license, so doesn't appear to be that
interested in accepting patches. It's now looking like there'll be a
freedesktop.org fork sometime soon, shared between KDE and GNOME.
