Tell us a bit more about the machine you are trying to use.
Distribution?
Network device. lspci will tell you.

Have you got the module for it loaded? lsmod
Have you got the interface configured? ifconfig
Have you got the route set up? route -n.
Is networking going at all? ping 127.0.0.1
that'll do for a start.
It's also possible that the ip you are trying to connect to is off the air.
