Keyboard maps.  It should be possible, but it's not very pleasant.  One of my 
first distros was one called MInilinux, rolled together by a Portuguese ISP 
and intended to drum up business ... it had a Portuguese keyboard map.

I dropped it soon after I got it installed - a lot of time went into fooling 
around with mentally replacing key values by key values - ie, "this is "/" on 
my keyboard, but under Minilinux it's "something else entirely" ".
