You might try copying deb files from /var/cache/apt/archive - that's where they're downloaded to, iirc.
There are some apt- tools that will automatically set up a local repository from your downloaded packages (things like apt-proxy? I think) but that may be over the top.

Samba working with Unix Extensions on is currently 'the right thing' - although not many people have set it up, the Samba team recommend this over all alternatives. ssh (and thence scp) is very good at ad-hoc file transfers, but within a local LAN it adds encryption overhead that really is a little wasteful.
