No, it is technically a filter. DSL operates on the high frequencies, your phone on low frequencies. See David's explanation too. So to reiterate, telecom installed splitter to the adsl device (which means you canot move it round the home as it will be stuck to a particular wall socket [1], or a filter on every phone/fax device, and nothing on the adsl device. The filters filter out the high freq stuff from the phones. A splitter filters out the low freq stuff from the adsl device. Taks look at DSE devices XH7556 & XH8556, XH7556 has two sockets, one unfiltered for the dsl device, and one filtered for the phone. It is designed for those who wish to plug a phone and a adsl device into the same wall socket. XH8556 is for the other phone sockets round the house. It has one socket. The deatils page confirms what David & I have said: "The only device that does not have a filter is the ADSL Modem or Router itself. If you want to connect ADSL modem and Telephone to the same jackpoint or need to use an adapter between the plug on the modem and the jackpoint, checkout our XH7556 ADSL Line Filter." But as I said, i believe it should work (although perhaps spasmodically) even without filtering.
