This is IMHO, the first thing to do.

I have experienced problems when shifting house when Telecom and my ISP
gave conflicting versions of my state of "new" connection. It seems that
Telecom do not make it easy for other ISP's with the UBS service. They
eventually admitted that it was not yet set up.
